Fil Barlow (b. April 8, 1963) is an Australian artist, cartoonist, writer, and production designer currently based in Los Angeles. He worked with Richard Raynis of DiC Entertainment to develop Buddy Boy, a cartoon series that evolved into Captain N: The Game Master before it ever aired. He also provided concept art for Bayou Billy, the Swamp Creature, Gameboy, and other characters.
